Market rules
The SEQ Water Market Rules were made by the then Minister for Infrastructure and Planning under section 360ZCX of the Water Act 2000 and came into effect on 1 July 2008.
The rules:
- set out a process which governs entry into and participation in the SEQ water market including registration requirements
- set out the roles and responsibilities of grid participants
- provide for a consistent regime within the market for operational issues including connection to the water grid and metering
- provide for the operation of the market including a process and authority for the issue of grid and operating instructions and a process for putting in place operating protocols between grid participants where operational interfaces exist
- provide a framework within which grid service providers will supply declared services to the Water Grid Manager and grid customers will purchase water from the Water Grid Manager
- provide a process for resolution of disputes between grid participants.
The Water Act 2000 required the Minister for Energy and Water Utilities to undertake a review into the operation and effectiveness of the market rules. The Queensland Water Commission undertook this review on the Minister's behalf and prepared a report (PDF)* which was tabled in the Legislative Assembly in January 2012.

The market rules were first made on 1 July 2008. The Minister has since made amendments (under section 360ZCX of the Water Act 2000) to improve their effectiveness.

Operating Protocol Guideline
The Operating Protocol Guideline (PDF, 135K)* sets the content of operating protocols that are to be agreed by connected SEQ Water Grid participants under the SEQ water market rules. The guideline was approved by the rules administrator, the QWC, on 25 January 2011, in accordance with section 3.18 of the Market Rules.
